Recommendations to Promote Budget Disclosure in Vietnam

Recently, the Center for Development and Integration (CDI), representatives of some members of the Budget Transparency Alliance (BTAP) and Oxfam Vietnam had a meeting with the Department of State Budget, Ministry of Finance to present details of the recommendations to promote budget transparency in Vietnam from the survey results of the 2019 budget disclosure indicators.

The parties discussed and clarified the evaluation criteria of publicity and transparency according to international standards compared with practical practices in Vietnam, frankly acknowledged the shortcomings and agreed on the possible modifications that can be improved in the near future.

Sharing at the meeting, Mr. Nguyen Minh Tan – Deputy Director of the State Budget Department (Ministry of Finance) highly appreciated the idea of ​​conducting surveys on budget disclosure: “Reading (results of indicators) is interesting, through which the research team makes specific recommendations for the units to implement transparency better. Regarding the fact that many units do not publicly follow the instructions, the Ministry will have to discuss with the units to find out the reasons to see if the units are facing any difficulties or does reporting mean nothing to the units. Are the 3-month and 6-month reports necessary? In addition, the Ministry of Finance will also review its guidelines. If the regulations are unreasonable, they will need to be adjusted. If the content is unclear, the interpretation will not be correct.”
