Ms. Hoang Hanh Ly gained a Master Degree in Education Management at University of Melbourne in 2003 after a Postgraduate Diploma in Executive Management Development at National University of Singapore. Ms. Hoang gained much experience from projects implementation, trainings in the forms of Training of Trainers, Project Management for Rural Development Projects and Socio Economic Development Planning. She had extensive exposure through her support for the Government and Local governments in many provinces, particularly in the  Central Highlands of Vietnam in the development of their annual planning and budgeting processes. Emphasis is placed on the incorporation of the governments approach to poverty reduction and growth (CPRGS 2001-2005) and Socio-economic Development Plans (SEDP2006-2010)
