Assessment on National Targeted Program for New Rural Development in Hoa Binh and Quang Tri provinces

Expert team worked in Quang Tri province

Under the project “Promote transparency and public participation in state budget management” funded by Oxfam Viet Nam, BTAP conducted an assessment on National Targeted Program for New Rural Development (NMP) for the period 2016-2020 by collecting local people and officials’ evaluation and comments. The assessment was conducted from late October to early November.

The field assessment took place in 2 provinces Hoa Binh (from October 22 to October 26) specifically in Cao Ray commune – Luong Son district and Mai Hich commune – Mai Chau district and Quang Tri (from 29 October to 2 November) in Vinh Chuc commune – Vinh Linh district and Mo O commune – Dak Rong district.

The assessment aims at collecting feedbacks from local people and officials on National Targeted Program for New Rural Development under Decision 1600/QD-TTg dated 16/8/2016 by the Prime Minister that approved the National Targeted Program on New Rural Development in 2016-2020 and Decision No.1980/QD-TTg dated 17/10/2016 by the Prime Minister on promulgation of national criteria for New Rural communes in 2016-2020.

Dựa trên phương pháp nghiên cứu định tính, nhóm nghiên cứu đã tiến hành phỏng vấn sâu và thảo luận nhóm với các bên liên quan ở các cấp tỉnh, huyện, xã, thôn và với người dân (nam/nữ) nhằm ghi nhận và tổng hợp ý kiến của người dân và cán bộ địa phương về quá trình thực hiện và hiệu quả của Chương trình Nông thôn mới. 03 vấn đề trọng tâm của khảo sát lần này tập trung vào các vấn đề như:

Added to qualitative research, expert team conducted in-depth interviews and group discussions with relevant stakeholders at provincial, district, commune and village levels to record and gather opinions of local people and officials on the implementation and effectiveness of the New Rural Program. Three key issues are focused in the assessment are:

  1. The suitability of the New Rural criteria from local people and officials perspective (in this part, unsuitable criteria will be identified and analyzed, and suggestion of criteria to be supplemented and its rationale).
  2. Participation and contribution of local people in New Rural Development at the local level.
  3. Publicity, transparency and efficiency in mobilization and use of resources (state budget, credit, social mobilization, community and community contributions) for the New Rural Development program.

The assessment also aims at collecting recommendations, proposals on mechanisms, policies, solutions to mobilize, allocate and use resources; solutions on guideline, execution and implementation of the program untill 2020; program design as well as New Rural Development criteria after 2020.
