In the past few years, the depth and scope of social protection discourse has been increasing. The International Labor Organization has adopted Recommendation 202, expanding the concept of social security to the concept of social protection floors. The United Nations Sustainable development Goals recognized Social Protection as one of the tools to help eradicate global poverty by 2030. In the Association of South East Asian Nations, all the member states, in 2013, endorsed the ASEAN Declaration on Social Protection and is developing indicators related to the declaration. The World Bank and the International Monetary Fund have included Social Protection as an important poverty reduction measure.
In 2018, the Sixth Annual Meeting of the Asia Social Security Forum took place in Siem Reap, Cambodia from 26-28 October 2018 with the aim of establishing the following specific objectives:
1) Deeper analysis of important social security trends in the region;
2) Help participants in the forum to better understand the correlation between informal social security forms and approaches.
3) Identification of national, sub-regional and regional initiatives on social security
4) Develop AROSP into a network of organizations working on social security in Asia
At the conference, representatives of the CDI and the Mnet (Network of Action for Migrant workers) presented an overview of Viet Nam’s social protection and related policies; share some experiences in laborers support and advocacy. In-depth discussions at the conference has updated participants with latest development on social protection, related policies as well as interventions used by membership countries. This is good for countries to learn from other models as well as make a comparison in the course of supporting laborers to access a better social protection.
At the end of the forum, all participant countries came to an agreement to develop AROSP into a network which works on social protection in Asia.
